I've never seen that happen before. The server was downloading at 2.4Mbps just restarting and checking for updates. Valve screwed something over bad. I restarted the server and it came back up, but for some reason I have to delete the mani_* files to prevent a seg fault. This happened after the first time it changed maps so I put a 3000 minute time on the map. I wonder if someone changed the map or what.
